there are 536 people who have to agree with a certain percentage to get anything done.

then these 536 people have to convince one man that it is the right thing to do.

in the case of infrastructure. this one man then tells the people who lead the people that get things done to get things done. then these finale people decide what is the priorities. and then it left up to the state government to decide how to get the job done. meaning that they then have to go through the same thing as the beginning.

so anyone who wants to blame one man for things going wrong needs to have his/her head examined and then be committed.
